BACKGROUND:

The purpose of the Request for Proposals (RFP) is to contract with two (2) residential environmental inspection firms to determine the extent of environmental contaminants in residential homes and to prepare appropriate remediation plans for each project under the City of Coconut Creek's Minor Home Repair Program. The City's Minor Home Repair Program utilizes funds from the U.S. Department of Housing and Urban Development (HUD), the Florida Housing Finance Corporation (FHFC), and the City's Affordable Housing Trust Fund, through the following programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and State Housing Initiatives Partnership (SHIP). As part of the program requirements, every two (2) years the City must competitively solicit potential vendors and create a pool of pre-qualified firms to perform the residential environmental inspection services.
DISCUSSION:
The City issued a competitive solicitation for Residential Environmental Inspection Services on June 14, 2015. Solicitations were electronically sent to seventy-two (72) prospective vendors. Two (2) responsive proposals were received. A Selection Committee consisting of Scott Stoudenmire, Deputy Director of Sustainable Development; Sean Flanagan, Deputy Building Official; and Marianne Bowers, Housing and Grants Specialist evaluated and ranked the responses in accordance with the following criteria: (1) Operational Plan for the City, (2) Qualifications and Experience, (3) Resources and Availability, (4) Past Performance, (5) References, (6) Minority Business Enterprise or Disadvantaged Business Enterprise, and (7) Certified Section 3 Bu...
