BACKGROUND:

The City of Coconut Creek previously enacted Ordinance No. 2024-028, authorizing the placement and installation of speed detection systems (SDS) on roadways maintained as school zones consistent with Section 316.1896, Florida Statutes. In order to install the school zone SDS equipment in certain locations, the City must enter into a Revocable License Agreement with Broward County because the County owns and controls the locations where certain school zone SDS equipment will be installed, operated, and maintained.

DISCUSSION:

This Revocable License Agreement covers the SDS equipment for school zones located along Coconut Creek Parkway, which encompasses the school zones for Coconut Creek High School, the Dave Thomas Education Center, and Atlantic Technical College and High School, as well as Wiles Road, which encompasses the school zone for Monarch High School. Under this agreement, the City will assume responsibility for the installation, operation, and maintenance of the school zone SDS. The agreement will be in place in perpetuity unless terminated by the County.

RECOMMENDATION:

Staff recommends approval of this resolution.
