A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE CITY OF MARGATE, PROVIDING FOR COORDINATION BETWEEN THE CITY OF COCONUT CREEK'S SOUTH CREEK NEIGHBORHOOD IMPROVEMENTS PROJECT AND THE CITY OF MARGATE'S WATERMAIN IMPROVEMENTS PROJECT IN THE SOUTH CREEK AREA LOCATED BETWEEN LYONS ROAD AND FLORIDA'S TURNPIKE AND BETWEEN COCONUT CREEK PARKWAY AND ATLANTIC BOULEVARD.

BACKGROUND:
The South Creek neighborhood is located between Lyons Road and Florida's Turnpike and between Coconut Creek Parkway and Atlantic Boulevard, which lies within the City of Coconut Creek municipal boundaries and within the City of Margate's water and wastewater service area.
In 2023, the City of Margate (Margate) successfully completed Phase 1 of the Watermain Improvements Project (Utilities Project) in the South Creek neighborhood, in the vicinity of NW 45 Avenue and side streets. The remaining phases, which include the rehabilitation and installation of new water and wastewater infrastructure, are currently in the design stage.
Simultaneously, the City of Coconut Creek (Coconut Creek) is in the planning stage of the South Creek Neighborhood Improvements Project (Mobility Project), which includes traffic calming features, roadway resurfacing, widening of existing bridges, sidewalk improvements, and drainage improvements. Construction for this project is scheduled to begin in Fiscal Year 2029 (FY29), contingent upon funding from the Broward County Surtax program.
DISCUSSION:
To avoid duplicating roadway restoration within Coconut Creek's road rights-of-way, Coconut Creek and Margate have agreed to coordinate the timing of their respective projects through this proposed Interlocal Agreement (ILA).
