BACKGROUND:
On June 27, 2021, the City issued RFP No. 07-28-21-11 to contract with a qualified, experienced, and licensed contractor to provide improvements and enhancements to the playgrounds at Coco Point Park and Lakewood Park. The improvements include removing the two existing playground structures and installing new playground equipment, surfacing, and border.
DISCUSSION:
Solicitations were electronically sent to 315 prospective vendors, and six firms responded: 1) Little Tykes, 2) Bliss Products and Services, 3) Playmore Recreational Products Services, 4) Korkat, 5) Playcore Wisconsin, Inc. d/b/a GameTime, and 6) Maceda Contractors. Three firms were deemed responsive: 1) Bliss Products and Services, 2) Korkat, and 3) Playcore Wisconsin, Inc. d/b/a GameTime.
The selection committee, consisting of Wayne Tobey, Director of Parks & Recreation; Scott Stoudenmire, Director of Sustainable Development; Lou Italico, Public Works Project Manager; and Dan Nelson, Community Enhancement Manager, evaluated the three responsive submittals based on the criteria in the RFP document and unanimously agreed that Playcore Wisconsin, Inc. d/b/a GameTime was qualified to perform the required work. The Purchasing Division reviewed the proposal for compliance and conducted reference checks. No issues were found, and the reference checks revealed exceptional and good ratings.
The City was successful in obtaining a grant through the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program. The grant funding will cover the entire cost of the project. The project completion time is 180 calendar days from iss...
