BACKGROUND:

The City of Coconut Creek has been contracting laboratory testing services from Florida Spectrum Environmental Services, Inc. (“Spectrum”) for the past 20 years via various piggyback contracts. Currently, Spectrum does not have any contract available to piggyback. The City’s Purchasing Policies and Procedures allow single source agreements to procure necessary services. Florida Department of Environmental Protection (“FDEP”) regulations require monthly drinking water sampling within the City’s service area, which has been provided by Spectrum.

DISCUSSION:

The City desires to use the single source agreement process to continue receiving services from Spectrum for three (3) years with up to two (2) additional one (1) year renewals. These services include the testing of the potable water to ensure that it is safe for public consumption. Spectrum has been accurate, responsive, and meets the City’s needs. The City has worked with Spectrum without any incidents and is satisfied with its quality of work and services. Single source agreement purchases exceeding $50,000 require City Commission approval. The prices are comparable to other vendors; additionally, the single source was advertised per State requirements and there were not any objections from other vendors.

RECOMMENDATION:

Staff recommends approval of this resolution.
