BACKGROUND:
As an entitlement recipient of federal funds from HUD, the City is eligible to receive $317,822 in CDBG Program funds for Program Year 2020. In order to receive the funds, the City is required to develop and adopt a Five-Year Consolidated Plan and One-Year Action Plan.
DISCUSSION:
The Consolidated Plan is developed within HUD's web-based consolidated planning template, using the latest available 2010 Census and/or 2014-2018 American Community Survey (ACS) data, which data sets are pre-populated within the template. Generally, the Consolidated Plan consists of the following:
?Description of activities that will be undertaken to address priority housing and community development needs in the next five (5) years;
?Actions to maintain the affordable housing stock and increase the availability of permanent housing in standard condition and affordable cost to low-to-moderate income households;
?Actions to improve the safety and livability of neighborhoods and increase access to quality public and private facilities and services; and
?Actions to expand economic opportunities for low-to-moderate income persons or areas.
The Action Plan outlines the proposed use of eighth year funds and describes how the activities will meet the goals and objectives established in the Consolidated Plan, designed to benefit low-moderate income residents of the City. The proposed activities and budgeted funds for Program Year 2020 include:
