BACKGROUND:
To proactively plan for future growth and economic sustainability, the City of Coconut Creek initiated efforts to assess its development and redevelopment opportunities, along with the associated long-term financial outlook. On June 18, 2025, the City issued Request for Proposals (RFP) No. 06-18-25-11 to engage a qualified firm to develop comprehensive economic development and redevelopment strategies, assess City-owned and underutilized private properties for potential development and redevelopment, and prepare a detailed financial analysis to support future planning efforts.
DISCUSSION:
Electronic invitations were issued through the eBid System to six hundred sixty-five (665) prospective firms. Seven (7) responsive proposals were received from: 1) Redevelopment Management Associates, LLC (RMA); 2) BusinessFlare, LLC; 3) DCG Corplan Consulting, LLC; 4) MHCP Colab; 5) GAI Consultants, Inc.; 6) Development Strategies; and 7) E.L. Waters & Company, LLC.
The submittals were evaluated based on the criteria listed in the RFP by a selection committee consisting of Scott Stoudenmire, Deputy City Manager; Peta-Gay Lake, Director of Finance and Administrative Services; and Justin Proffitt, Director of Sustainable Development. The committee focused on identifying the most cohesive team with demonstrated experience on similar projects, evaluating their approach, responsiveness, and the quality of their presentations.
