BACKGROUND:
During the Fiscal Year 2025 (FY25) budget process, the City Commission approved incorporating public art at City Hall, beginning with a Holocaust remembrance sculpture. Staff engaged Miller Legg to complete a comprehensive City Hall Campus Conceptual Master Art Plan to identify locations for public art, and at the same time, began reaching out to local, regional, and international art organizations regarding the availability of Holocaust memorial art pieces. Several options were presented to the Commission, which are attached as backup to this agenda item for reference, and the Commission gave consensus to commission a unique sculpture by artist Marit Meisler to be designed and fabricated in Israel, and shipped to the United States. The City approved the sculpture design from the artist; however, due to shifting geopolitics over the past year, fabricating and shipping a completed sculpture from Israel had become cost prohibitive. Staff worked with the artist and identified an alternative approach to purchase the design from the artist, and then engage a local design firm to use that design to fabricate, engineer, and install the sculpture at City Hall.
DISCUSSION:
The City negotiated with the artist to purchase the design of the Holocaust remembrance sculpture for $15,000. Staff evaluated potential firms and determined that, due to the specialized nature of this project and the required timeline, EES Design Studio is the only firm able to provide all fabrication, engineering, and installation services in-house while meeting the City's January 29, 2026 unveiling deadline.
