BACKGROUND:
Given the many legislative issues impacting or having the potential to impact the City of Coconut Creek, the City utilizes ethical, professional, and experienced federal lobbying consultants to bring the most expertise and knowledge to the issues, needs, and concerns of the City. The City's agreement with our current federal lobbyists, Van Scoyoc Associates, Inc., expires this month.
DISCUSSION:
On January 3, 2021, the City issued sixteen (16) electronic invitations through the City's eBid System. The City received four (4) responsive submittals from Ballard Partners; Gray Robinson, P.A.; Thorn Run Partners; and Van Scoyoc Associates, Inc. Purchasing reviewed the submittals for responsiveness and conducted reference checks. A selection committee consisting of Bernadette Hughes, Assistant to the City Manager; Francisco Porras, Director and CIO for Information Technology; Eve Lewis, Assistant City Attorney; Osama Elshami, Director of Utilities and Engineering; and Peta-Gay Lake, Director of Finance and Administrative Services, was established to evaluate the responses in accordance with the criteria as listed in the RFP document.
Based upon the submittals, presentations, and references, it is the determination of the selection committee to award an agreement for federal lobbying services to Van Scoyoc Associates, Inc. in the annual amount of $54,000 ($4,500 per month), for a two-year period with the option to renew for three (3) additional one-year terms. This represents no increase in the annual rate of the current agreement. Services to be provided are detailed in the attached agreement.
RECOMMENDATION:
Staff recommends approval of this resolution.
