BACKGROUND:
The City owns and operates fifty-nine (59) wastewater lift stations, including their conveyance system. Lift stations are comprised of a wet well where sewage is collected and then discharged into the Broward County wastewater treatment plant through a large pipe network. The conveyance system also includes more than 3,000 maintenance access structures (also known as manholes), which collect sewage. Both wet wells and maintenance access structures operate in a highly corrosive environment where constant rehabilitation is necessary. Rehabilitation work is part of the City's Capital Improvement Program.
DISCUSSION:
On March 31, 2024, the City issued Invitation For Bid (IFB) No. 05-01-24-11 to provide the necessary maintenance access structure and wet well rehabilitation services for the City's wastewater lift stations, including their conveyance systems. On May 1, 2024, the City opened bid submittals from three (3) companies, including: 1) Inter County Engineering, Inc., 2) Atlanta Pipe Services, LLC, and 3) South Florida Utilities, Inc. After confirmation of references and past performance reviews, staff recommends awarding the contract to the lowest responsive and responsible bidder, South Florida Utilities, Inc., in the amount of $328,533.96. The initial contract period is five (5) years beginning upon Commission approval with the option to renew for two (2) additional one (1) year periods.
