BACKGROUND:

The Solid Waste Services Assessment Ordinance (Ordinance No. 2000-28) provides for an annual assessment against single-family residences for solid waste collection and disposal services, facilities, and programs.

DISCUSSION:

This resolution sets the solid waste services assessment rate for the fiscal year beginning October 1, 2026, through September 30, 2027, at $493.24; imposes the assessment against certain properties within the City of Coconut Creek; and approves the assessment roll provided by the Broward County Property Appraiser’s Office. This represents a $166.70 increase from the current annual rate of $326.54, reflecting increased collection and disposal costs under the City’s new solid waste collection agreement and the reintroduction of once-weekly curbside recycling services, which will incorporate advanced AI-assisted collection technology and all-electric recycling vehicles beginning in Fiscal Year 2027.

RECOMMENDATION:

Staff recommends approval of this resolution. 

FISCAL IMPACT:                     

The solid waste assessment will generate approximately $4,071,480 in net revenues, of which $3,004,330 is passed through to Republic Services, the City’s solid waste hauler. The City will retain approximately $642,120 in solid waste franchise fees (Account 01-V32370), $206,370 in recycling processing fees, and $218,660 in other fees (Account 01-V32520).
