BACKGROUND:
This item was approved on First Reading at the July 23, 2020, City Commission Meeting.
The COVID-19 global pandemic has impacted localities around the world as a respiratory illness caused by a virus that spreads rapidly from person to person and may result in serious illness or death, constitutes a clear and present threat to the lives, health, welfare, and safety of all humans. At all levels of government -- national, state, county, and City - the COVID-19 pandemic has created a state of emergency and same has warranted the enactment of various laws and regulations at each level.
DISCUSSION:
Given an increase in positive reported cases of COVID-19 within the City, Broward County, and the state as a whole, Broward County and the City of Coconut Creek find it necessary to work together as provided in the parties’ Interlocal Agreement (City Resolution No. 2020-132) to actively enforce the duly adopted Broward County Emergency Orders. This ordinance clarifies the City’s legal authority to enforce those orders and impose significant penalties when the circumstances justify it.
RECOMMENDATION:
Staff recommends approval of this ordinance.
