BACKGROUND:
In 2007, Broward County deeded a five (5) acre vacant parcel along NW 74 Street to the City of Coconut Creek. This property came with restrictions that required the preservation of the existing wooded area and the allowance of only passive recreation uses on the remaining open space. The City determined that there was a need for a neighborhood park in this area and funded the construction of a parking lot, recycled rubber pathway with exercise equipment, and an open field for passive recreational use on this parcel. Construction of these improvements was completed in 2014, and the property was named Oak Trails Park. Subsequently in 2017, the City purchased a five (5) acre adjacent parcel west of the existing park; and in 2018, purchased a five (5) acre adjacent parcel east of the existing park with the intention of expanding Oak Trails Park in the future. In 2019, the City applied for a Florida Communities Trust (FCT) grant to partially offset the costs associated with the purchase of these two (2) properties. Funding has been approved by the State, and the City is currently awaiting receipt of grant funds in the amount of $1,135,649.10.
DISCUSSION:
The FCT grant requires that the City construct certain improvements on the acquired properties. Phase 1 of this project focuses on constructing the grant-required improvements. Proposed improvements include the creation of two (2) multipurpose fields for passive recreational use, a half (1/2) mile long trail with exercise equipment, picnic area(s), water fountain(s), kiosk(s), renovation of an existing house to create a Leadership in Energy and Environmental Design (LEED) certified, or equ...
