A RESOLUTION ACCEPTING A GRANT IN THE AMOUNT OF EIGHT THOUSAND ONE HUNDRED FIFTY-FOUR DOLLARS ($8,154); AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE ATTACHED AGREEMENT WITH THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT (FDLE) FOR THE JUSTICE ASSISTANCE GRANT (JAG) FOR THE ENTANGLEMENT RESTRAINT PROGRAM (BOLAWRAP).

BACKGROUND:
The City applied for and was awarded the Justice Assistance Grant (JAG) from FDLE in the amount of $8,154. Grant funding will be used to purchase eight BolaWrap devices, eight BolaWrap holsters, and 42 boxes of BolaWrap deployment cartridges, which will provide another less-lethal resource for the Coconut Creek Police Department (CCPD).
DISCUSSION:
To further ensure the safety and protection of Coconut Creek residents, the remote entanglement restraint device (BolaWrap) is a hand-held, pre-escalation apprehension tool that discharges a Kevlar tether between a 10 to 25 foot range, temporarily entangling and restraining the subject with minimal use of force. This device will allow officers to restrain noncompliant subjects from a safe distance. This less-lethal force approach reduces the use of force while increasing officer safety. It will also provide officers with additional response time, making it safer for them to approach, control, and quickly de-escalate a hostile situation. Having an additional less-lethal option will minimize the need or application of higher, more deadly uses of force.
