A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE AN AGREEMENT WITH PROGRESSIVE WASTE SOLUTIONS OF FLORIDA, INC. D/B/A WASTE CONNECTIONS OF FLORIDA FOR BULK TRASH, YARD WASTE, AND CONSTRUCTION AND DEMOLITION DEBRIS DISPOSAL AND RECYCLABLES PROCESSING SERVICES.

BACKGROUND:

The City of Coconut Creek currently uses Sun Bergeron for the processing of bulk trash, bulk yard waste, and construction and demolition debris through an interlocal agreement with Broward County.  Broward County did not renew this agreement with Sun Bergeron, which expires on July 2, 2018.

DISCUSSION:

In an effort to keep the aforementioned materials from going to the Monarch Hill landfill, City staff researched alternative options related to the processing of these materials. In consideration of the limited options available, staff is recommending entering into an agreement with Progressive Waste Solutions of Florida for several reasons, including favorable pricing, the location of their Deerfield Beach transfer station in proximity to the City, and the fact that non-recycled material will be disposed of in Progressive’s landfill located in St. Cloud, Florida. This is a piggyback agreement from the City of Deerfield Beach. The agreement is for a five-year period with two additional successive three-year renewal terms at the City’s option. It has a 90-day City termination for convenience provision.

RECOMMENDATION:

Staff recommends approval of this Resolution.

FISCAL IMPACT:

REVENUES:                                          $ 0

EXPENDITURES:                     $ 0

BUDGETED?                                          Yes

NOTES:                     Under the terms and conditions of the City's collection and hauling contract with Republic Services, there would be no additional contractual costs to the City for delivery of these materials to Progressive's Deerfield Beach transfer station.
