BACKGROUND:

The current policy of the Federal Emergency Management Agency (FEMA) requires municipalities to obtain hold harmless agreements from private communities and obtain pre-authorization from FEMA prior to collecting disaster debris from within the rights-of-way of those communities.  This places an unnecessary burden on both the municipalities and the private communities who must ensure that the proper paperwork and authorizations are in place prior to picking up the debris or face the burden of absorbing 100% of the associated debris removal costs.  Additionally, delays caused as a result of this policy can create health hazards as debris piles can remain in place for several months prior to being collected.

DISCUSSION:

A change in FEMA’s policy would expedite the collection of disaster debris within private communities after an event, minimize the risk of health hazards, and ease the associated financial burden.

RECOMMENDATION:

Staff recommends approval of this Resolution.
