BACKGROUND:

Section 707 of the City Charter requires that all elections of the City be called by resolution adopted not less than 30 days before the election. Section 708 of the City Charter requires the resolution calling the election to state the questions to be decided and to state the address of the polling places. Section 907 of the City Charter requires the convening of a Charter Review Board (CRB) every 5 years.  The CRB is tasked with reviewing the City’s Charter and submitting any changes to the Commission within 120 days. The Commission is then required to submit the proposed changes to the electors no later than the next succeeding general election or municipal election. 

Accordingly, the City’s Charter Review Board was convened in January 2020 and began deliberating proposed changes to the Charter over several meetings. The CRB voted to approve 30 changes to the Charter, which were consolidated into 18 ballot questions and submitted to the Commission for acceptance prior to going before the voters of the City on a ballot to be voted upon at the next general election.

DISCUSSION:

The Commission approved the ballot questions by Ordinance No. 2020-015 on two separate readings. The approved ballot questions are attached to this resolution as Exhibit “A,” a listing of the polling places, listed by precinct number, is attached as Exhibit “B,” and a copy of Ordinance 2020-015 is included in the supporting documents for this item. The next general election is being held on November 3, 2020, and approval of this item will meet the Charter requirements of Sections 707 and 708.

RECOMMENDATION:

Staff recommends approval of this resolution.
