BACKGROUND:

On August 29, 2013, the City of Coconut Creek entered into an agreement with Broward County to provide 911 dispatch communication services to Coconut Creek residents as part of the Consolidated Regional E-911 Communications System.  Since that time, the City of Coconut Creek City Commission reached consensus to add funding in the FY18 budget for alternative 911 dispatch communication services. The City of Coral Springs has agreed to provide 911 dispatch communication services to the City as part of a regional system through an Interlocal Agreement (ILA) (ATTACHMENT “1” of the resolution).

DISCUSSION:

The City of Coconut Creek participated in an analysis with the City of Coral Springs to provide 911 dispatch communication services to the cities of Coral Springs, Coconut Creek, Parkland, and Margate, as a regional system. The analysis report, dated September 24, 2018 (ATTACHMENT “2” of the resolution), provided the basis for the ILA with the City of Coral Springs. Under the ILA, the City of Coral Springs will provide Police and Fire/EMS 911 dispatch communication services for Coconut Creek through December 31, 2029, with a provision of two (2) additional five (5) year renewals.

Because the City contracts with the City of Margate for fire services, Coral Springs requires that both the City and Margate must participate in the ILA for the agreement to become effective.

RECOMMENDATION:

Staff recommends approval of this resolution.
