BACKGROUND: 

 

On July 19, 2020, the City issued Request For Proposals (RFP) No. 08-19-20-09 for the processing, recycling, disposal services of construction and demolition (C&D) debris, bulk, and yard waste.

 

DISCUSSION:

 

Invitations were electronically sent to 206 prospective contractors.  The City received one (1) bid from Coastal Waste and Recycling of Broward County, LLC for the alternate quote price to landfill in the amount of $44.10 per ton.  This quote is $5.99 per ton higher than what the City is currently paying for the same service under its current contract with Waste Connections.  Coastal Waste and Recycling of Broward County, LLC submitted a “no bid” for the processing/recycling of the subject materials. 

 

With that said, the primary purpose of the RFP was to identify a qualified firm to process these materials, including recycling of the C & D debris. In consideration that the City received no bids for providing the desired service, staff recommends that it is in the best interest of the City to reject this proposal and continue utilizing its current contract with Waste Connections for the purpose of disposing C & D debris, bulk, and yard waste.

 

RECOMMENDATION:

 

Staff recommends approval of this motion.
