A RESOLUTION AUTHORIZING THE MAYOR AND THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE ATTACHED URBAN COUNTY COOPERATION AGREEMENT WITH BROWARD COUNTY FOR THE IMPLEMENTATION AND ADMINISTRATION OF THE ACTIVITIES FUNDED THROUGH THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM FUNDS FOR FEDERAL FISCAL YEARS 2021-2023.

BACKGROUND:
The City began receiving CDBG funds as an entitlement community (population of at least 50,000 residents) in October of 2008. Community Redevelopment Associates of South Florida Inc. (CRA) had been providing administration for all of the City's community development grant activities since that time. On December 31, 2019, the City ended its contractual relationship with CRA, and as a result, has been working to establish a formal relationship with Broward County for such services. The Broward County Housing Finance and Community Redevelopment Division has the ability to provide for the management, administration, and implementation of the City's CDBG Program funds and other related services.
DISCUSSION:
The Housing and Community Development Act of 1974, as amended, authorizes counties to enter into cooperation agreements with other local governments to implement activities funded through CDBG program funds. This division of Broward County already provides preparation, implementation, and administration of CDBG program funds to multiple Broward County municipalities. Through this proposed cooperation agreement, the County will be responsible for administering the City's CDBG funds and selected programs in accordance with the HUD rules and regulations for Federal Fiscal Years 2021-2023. Funding for the upcoming Fiscal Year (2020) and remaining funds from prior program years are provided for under a separate interlocal agreement with Broward County. The County will retain allowable administrative fees for these services.
