body
BACKGROUND:
On July 14, 2024, the City issued Request for Proposals (RFP) No. 08-14-24-11 to contract with a qualified playground installation company to replace the playground at the Recreation Complex with the City's first, all-inclusive playground, which will contain a series of Americans with Disabilities (ADA)-compliant ramps to enable users access to all of the playground features. The City is utilizing its allocations of Community Development Block Grant (CDBG) funding to offset the costs of the playground replacement, with reimbursement eligible up to $575,000.

After confirmation of references and past performance reviews, staff recommends awarding the contract to the sole responsive bidder, Top Line Recreation, Inc., for a total amount not to exceed $543,293.93, which includes contingency. Project completion is anticipated to be one hundred eighty (180) days from the issuance of the Notice to Proceed.
The proposed playground features the following elements (see attachment for conceptual layout):
* A creative Nature Theme (Animal/Butterfly/Insect) ADA-accessible inclusive play space.
* The playground will provide ADA-accessible ramps/bridges to all levels of the playground, so all play elements ...
