BACKGROUND:

The City of Coconut Creek administers development impact fee programs to maintain levels of service in capital facilities in a manner consistent with the City's Comprehensive Plan. These impact fee programs ensure that development bears a proportionate fair share of the costs that are necessary to adequately provide additional governmental and capital facilities to serve the future needs of the project.

The City's current development impact fees consist of the following:

1. Parks and Recreation (adopted 1980's);
2. Fire and Rescue (adopted 2006);
3. Police (adopted 2006); and
4. Affordable Housing Linkage (adopted 2006).

A crucial part of administering any impact fee program is that it must be consistent with current Florida laws and best practices in growth management. As shown above, the current impact fee programs have not been updated since the middle 2000's or before. There are also additional programs the City may want to consider going forward to address development impacts relating to transportation, sustainability, stormwater, and government facilities.
DISCUSSION:

The purpose of the impact fee study is to review, evaluate, and recommend revisions and updates to the City's existing development impact fee programs to ensure they are consistent with legal requirements and adequately provide for infrastructure required for new development. The study will also evaluate the need and feasibility of establishing the following new impact fee programs:

1. Transportation Mobility Fee;
2. Sustainability Impact Fee;
3. Stormwater Impact Fee; and
