BACKGROUND:
The services of a consultant firm have been essential to the City for the management, administration, and implementation of CDBG, HOME, SHIP, and local Affordable Housing Trust funds due to the substantial administrative responsibilities associated with these programs. The City's current agreement for these services, with Community Redevelopment Associates of Florida, Inc. (CRA), expires on September 12, 2018.
DISCUSSION:
On May 13, 2018, the City issued a Request for Proposals, RFP No. 06-13-18-10, to retain the services of a qualified and experienced firm for the management, administration, and implementation of federal and state entitlement grant funds related to the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, the State Housing Initiatives Partnership (SHIP) Program, and other related services. Solicitations were electronically sent through the eBid system to 86 prospective vendors, and one responsive proposal was received from Community Redevelopment Associates of Florida, Inc. (CRA).
The submittal was evaluated based on the criteria listed in the RFP by the Selection Committee consisting of Scott Stoudenmire, Sustainable Development Deputy Director; Kisha Bolden, Budget/Grants Manager; and Dan Nelson, Housing and Grants Specialist. After evaluating the submittal, the Selection Committee recommends awarding the contract to CRA to manage, administer, and implement the CDBG, HOME and SHIP Programs for the City. The contract term shall be for five (5) fiscal years with no extensions.

Staff recommends approval of this Resolution.
