BACKGROUND:
Windmill Park was constructed in 1990 and currently includes various amenities such as basketball, volleyball, and tennis courts as well as a playground and a dog park. The park is heavily utilized by residents and in need of renovation. In addition, the City recently purchased an adjacent residential property (Earl Johns parcel) that is approximately two acres in size. With that in mind, the City Commission expressed an interest in renovating and expanding the park to include the Earl Johns parcel, subsequently authorizing staff to issue a Request for Qualifications (RFQ) for the purpose of identifying a qualified firm to redesign the park to meet current needs and address the aforementioned renovations and expansion. Public participation will be part of the design pocess.
DISCUSSION:
The City issued RFQ No. 07-16-14-11 in accordance with the Consultants Competitive Negotiation Act (CCNA) for the purpose of obtaining the aforementioned services. An Evaluation Committee consisting of Jim Berkman, Public Works Director, Linda Wiederspan, Parks & Recreation Director, and Brian Rosen, Project Manager reviewed the submittals and entertained presentations from the top three (3) shortlisted firms. After careful review of each firm's qualifications, experience, references, and vision, the Committee determined that Synalovski Romanik Saye, LLC was best suited to provide the requested services. Having finalized the scope of work and negotiated the cost of services, Staff is recommending the City enter into an Agreement with Synalovski Romanik Saye, LLC in the amount of $246,000.00 to provide the services.
