BACKGROUND:
Donaldson and Sunshine Drive Parks are in need of renovations. The City was awarded a Florida Department of Commerce Grant for $315,000 to partially fund improvements at Sunshine Drive Park. Proposed improvements to Sunshine Drive Park include a half (1/2) court basketball court, nature-themed playground, including swings with a poured-in-place (PIP) surfacing, walkway/trail with dog waste stations, benches, and a butterfly bike rack. Proposed improvements at Donaldson Park include outdoor exercise equipment, floating dock with kayak launch area, walkway, shaded seating area, outdoor game area, and a butterfly bike rack.
DISCUSSION:
On August 11, 2024, the City issued Invitation for Bids (IFB) No. 09-17-24-11 to contract with a qualified general contractor to construct improvements at Sunshine Drive and Donaldson Parks. The City issued three hundred sixty eight (368) electronic invitations for the projects. Five (5) responsive submittals were received from the following companies: (1) K.E.R. Construction, LLC ($698,418.88); (2) MBR Construction, Inc. ($999,614.00); (3) Conengineers Builders, LLC ($1,029,884.97); (4) Waypoint Contracting, Inc. ($1,069,520.00); and (5) Vercetti Enterprises ($1,138,274.00). After confirmation of references and past performance reviews, staff recommends awarding the contract to the lowest, responsive bidder, K.E.R. Construction, LLC, for a total amount not to exceed $723,418.88, which includes contingency. Project completion is anticipated to be one hundred eighty (180) days from the issuance of the Notice to Proceed.
