BACKGROUND:

On June 14, 2026, the City issued Invitation for Bids (IFB) No. 07-14-26-10 to solicit a qualified general contractor to construct the Police Department Kennel. The solicitation was electronically distributed through the City's eBid system to six hundred and twelve (612) prospective contractors.

On July 21, 2026, the City publicly opened five (5) bids. Following the routine review for responsiveness and compliance, four (4) bids were determined to be responsive. The responsive bids, from lowest to highest, were as follows:

 

                     FSV Construction Company - $297,718.00

                     Bejar Construction, Inc. - $322,076.00

                     Anzco, Inc. - $391,988.00

                     RETCOM Construction, LLC - $396,800.30

The approved budget for this project is $200,000.

DISCUSSION:

Staff reviewed the bid responses and determined that the lowest responsive bid exceeded the approved project budget by approximately $98,000, or nearly forty-nine percent (49%). Given the significant variance between the available funding and the bid prices received, staff has determined that it is in the City's best interest to reject all bids.

Staff further recommends incorporating the Police Department Kennel construction into the upcoming Police Department Improvement project, which is anticipated to provide greater economies of scale and potentially result in more competitive construction pricing.

RECOMMENDATION:

Staff recommends approval of this motion.
