BACKGROUND:

In 2015, the City Commission adopted Ordinance No. 2014-026, which implemented several changes to the City Code regarding Parks and Recreation fees and regulatory provisions.  Changes to the adopted Code of Ordinances are periodically necessary to provide clarity, ensure conflicts do not arise, and that the City’s regulations are current and consistent with the City’s regulatory needs.

DISCUSSION:

This ordinance updates the Code to clarify that a schedule of fees for parks and recreation facility rental, memberships, and program fees may be adopted by resolution.  The ordinance also eliminates certain fee provisions that will be addressed in a separate comprehensive parks and recreation fee resolution, and updates enforcement language.

Resolution No. 2026-097 is also provided for the Commission’s consideration on this agenda, along with this ordinance, to adopt the schedule of parks and recreation fees, seeking to ensure the City’s parks and recreation fees more closely align with fees in comparable municipalities, and the City’s commitment to delivering high-quality programs and services.

RECOMMENDATION:

Staff recommends approval of this ordinance.
