A RESOLUTION AUTHORIZING THE MAYOR AND THE CITY MANAGER, OR THEIR DESIGNEES, TO EXECUTE AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT (FDLE) TO RECEIVE REIMBURSEMENT FROM THE SCHOOL SECURITY ASSESSMENT (SSA) PROGRAM FOR PRIVATE SCHOOL SECURITY ASSESSMENT ACTIVITIES (KINDERGARTEN THROUGH 12TH GRADE).

BACKGROUND:
The Florida Department of Law Enforcement (FDLE) has the budget authority and funds for the 2024-2025 fiscal year in the amount of $5,000,000 to reimburse agencies up to ten percent (10%) of expenses when conducting specific School Security Assessment (SSA) Program initiatives in private schools (kindergarten through 12th grade).
DISCUSSION:
By entering into this agreement, the City is eligible for reimbursement up to ten percent (10%) of the available funding, which the City anticipates will be between $15,000 - $20,000, when conducting one (1) or more of the three (3) SSA Program initiatives for private schools (kindergarten through 12th grade) located within the City of Coconut Creek once the City receives pre-approval from FDLE for the expense:
1. Conduct physical site security assessments for, and providing reports to, Florida private schools with recommendations on improving infrastructure and safety;
2. Assist Florida private schools in developing active assailant responses (i.e., drills for students and school personnel); and/or
3. Consult with private schools in implementing a threat management program similar to those required under ?1001.212(12), Florida Statutes for public schools.
The eligible private schools in the City include North Broward Preparatory School, the Randazzo School, and the Chabad Jewish Center of Coconut Creek. The grants award period is from September 1, 2024 through June 30, 2025.
RECOMMENDATION:
Staff recommends approval of this resolution.
