BACKGROUND:
As part of the City’s Parks and Recreation Master Plan, Lakeside Park was evaluated and recommended for additional outdoor recreation amenities based upon input from the public. To facilitate the park improvements, the City Commission approved a site plan for the necessary renovation and expansion of Lakeside Park on December 14, 2023, through Resolution No. 2023-098. The improvements included in the approved site plan are scheduled to be completed in two (2) phases. Phase I improvements, subject to this agreement, include two (2) new half (1/2) basketball courts, four (4) new pickleball courts and a new batting cage. Sidewalk, lighting and drainage improvements will also be constructed as part of the project. Phase II improvements are planned for the future, which will include improvements to the adjacent vacant five (5) acre parcel, including a new athletic field, amphitheater, and restroom building.
DISCUSSION:
On March 2, 2025, the City issued Invitation for Bids (IFB) No. 04-09-25-12 to contract with a qualified general contractor to construct the Phase I improvements at Lakeside Park. The City issued three hundred forty-two (342) electronic invitations for the project. Nine (9) responsive submittals were received from the following companies: (1) HG Construction Development & Investment, Inc. ($1,689,543.39); (2) So Cal Shaker Plates & Construction Site Services, LLC ($1,730,326.00); (3) Waypoint Contracting, Inc. ($1,810,000.00); (4) MBR Construction, Inc. ($1,918,709.00); (5) Conengineers Builders, LLC ($2,291,799.00); (6) Emerald Construction Corp. ($2,648,434.00); (7) West Construction, Inc. ($2,741,624.00); (8) Hycon Investments, LLC ($2,946,338.00); and (9) Marcdan, Inc. ($3,850,000.00). After confirmation of references and past performance reviews, staff recommends awarding the contract to the lowest, responsive bidder, HG Construction Development & Investment, Inc., for a total amount not to exceed $1,858,498.00, which includes ten percent (10%) contingency. Project completion is anticipated to be one hundred eighty (180) days from the issuance of the Notice to Proceed.
