BACKGROUND:
On September 14, 2023, the City Commission adopted Resolution No. 2023-149, approving a consultant work authorization with Bermello Ajamil & Partners to provide design services for the Recreation Complex Rehabilitation project in the amount of $182,160.00. This initial award covered the full architectural and engineering design and post design services. In December 2023, a change order for $5,650.00 was approved to add cost estimation services.
DISCUSSION:
Design services for the Recreation Complex Rehabilitation Project were completed in 2024; however, due to fiscal constraints, funding for construction was not approved until Fiscal Year 2026 (FY26). During the period between completion of the construction documents and approval of the construction budget, the applicable building code was updated, and additional project needs were identified. As a result, the City determined that the rarely used stage would be eliminated and replaced with an additional group exercise room to better meet the community's current demand.
These modifications must be incorporated into the existing construction documents before the project can be advertised for construction and submitted for permitting. Therefore, the City desires to utilize Bermello Ajamil & Partners, Inc. to provide the additional design services necessary to revise the construction documents, address the building code updates, and incorporate the approved program changes for the Recreation Complex Rehabilitation Project.
Bermello Ajamil & Partners, Inc. has submitted a proposal in the amount of $49,960.00 to provide the additional design services necessary to revise the construction documents. As the combined value of this change order request and the previously approved change order exceeds $50,000.00, Commission approval is required. Staff has reviewed the proposal and determined that the proposed fee is fair, reasonable, and appropriate for the scope of the additional services.
RECOMMENDATION:
Staff recommends approval of this resolution.
