A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE A CONSULTING SERVICES WORK AUTHORIZATION WITH CARNAHAN PROCTOR AND CROSS, INC. FOR PROFESSIONAL ENGINEERING SERVICES RELATED TO THE HILLSBORO BOULEVARD REDEVELOPMENT SHARED-USE PATHWAY, IN ACCORDANCE WITH RFQ NO. 03-25-20-02, AS PART OF THE HILLSBORO CORRIDOR REDEVELOPMENT AREA PHASE 1 PUBLIC IMPROVEMENTS.
body
BACKGROUND:
In 2019, the City of Coconut Creek was awarded a one million dollar ($1,000,000) Broward Redevelopment Program (BRP) grant. The recognized project included two (2) components: land acquisition and public improvements.
The public improvement component of the project received total funding in the amount of six hundred forty thousand dollars ($640,000). The public improvements consist of improving a multi-purpose path on the north side of Hillsboro Boulevard, connecting the existing path in front of the Broadstone residential development to the Helene Klein Natural Area, located at the northwest corner of Hillsboro Boulevard and Lyons Road.
For reference, in January of 2020, the City Commission approved a work authorization for Carnahan Proctor (“Consultant”) to provide surveying services and prepare plans for this project. The Consultant and City staff worked very closely as plans were being prepared, and we actively participated in outside agency coordination. Because the project area primarily falls within Florida Department of Transportation (FDOT) right-of-way and portions meander in and out of Broward County preserves, such coordination with governmental agencies became a critical component of the work effort. As plans were shared with these agencies during the design process, it became apparent that the amount of jurisdictional coordination was greatly underestimated. Further, the additional regulatory steps that were going to be required based on agency feedback made it necessary to delay the project while we ascertained exactly what permits, agreements, easements, etc., would be necessary. Over the last year, staff has coordinated with Broward County environmental staff and attorneys, as well as FDOT staff and attorneys. At this time, staff is comfortable with what will be required to finalize permit-approved construction plans, including any additional regulatory steps as described above.
DISCUSSION:
Recognizing that this delay created time constraints related to the City’s BRP grant and the associated Interlocal Agreement (ILA) with Broward County, which had milestone dates for completion of the project, City staff worked with County staff to secure an extension to the original completion date (September 30, 2023). As approved by both the City Commission on January 26, 2023, and the County Commission on March 14, 2023, the new completion date for the Hillsboro Corridor Public Improvement is March 31, 2026. This extension is more than adequate to allow for completion of the project.
This project scope covers pre-construction, construction and post construction services, including but not limited to the following key elements:
• Signed and sealed permit approved construction plans;
• Construction bidding assistance;
• Shop drawing reviews;
• Final as-built plans as part of project close out; and
• Construction Engineering and Inspection (CEI) Oversight Services.
The Consultant is a qualified firm on the City’s approved General Professional Engineering Services list pursuant to RFQ No. 03-25-20-02, as approved by Resolution No. 2020-196. The Consultant has provided a proposal, attached as Exhibit “A” to the Work Authorization to perform the necessary professional services in the amount of $93,475.00 that will deliver this project to completion. These funds are reimbursable under the terms and conditions of the ILA with Broward County.
