A RESOLUTION AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE AN AGREEMENT BETWEEN THE CITY AND DRC EMERGENCY SERVICES, LLC FOR EMERGENCY FOOD SERVICES PURSUANT TO RFP NO. 06-10-15-11 FOR A NOT-TO-EXCEED MEAL COST OF $65.26 PER DAY WHICH INCLUDES FOUR (4) MEALS.

BACKGROUND:
The intent of the RFP was to establish an emergency food services contract to support response and recovery operations for declared emergencies. The City’s previous contract expired in May after a five (5) year term. It is the City's intent to utilize the awarded contractor's services under the contract for any emergency response situation both natural and man-made. The City will be invoiced by Contractor on a per meal basis for each meal period utilizing a sign-in sheet. The Contractor will be responsible for providing reliable food service support to the City during emergency event(s) when requested in full accordance with the scope of services, terms, and conditions set forth in the contract.
DISCUSSION:
On April 19, 2015, the City issued sixteen (16) electronic invitations to potential vendors. Zero (0) responses were received. Purchasing staff conducted extensive research and contacted numerous types of food suppliers to gain interest in this contract. Purchasing staff in conjunction with the Selection Committee consisting of Wayne Tobey, Assistant Director of Parks and Recreation; John DiCintio, Police Captain; Michael Heimbach, Public Works Operations Manager; Jean Dupuis, Assistant Director of Utilities; Ryan Marken, Police Lieutenant; and Rodney Zancanata, Fire Marshal discussed various options for the City which resulted in a revised scope of services.
On May 24, 2015, the City re-issued the RFP and sent sixty-eight (68) electronic invitations to potential vendors. One (1) proposal was received from DRC Emergency Services, LLC. Purchasing staff determined the proposal to be responsive. The City currently has a contract with DRC to provide emergency debris management services. The Selection Committee evaluated the proposal based on the following criteria: (1) operational plan for the City, (2) qualifications and experience, (3) resources and availability, (4) past performance, and (5) price. On July 8, 2015, DRC provided a presentation in support of their proposal to the Selection Committee. The Selection Committee unanimously agreed that DRC is capable and qualified to perform the scope of services for a meal-cost which includes four (4) meals per person (breakfast, lunch, dinner, and late serving) of $65.26, which is a reduction in price from the City’s previous contract of $69.00.

NOTES: The Emergency Food Services contract is not included as a line item in the annual operating budget. However, in accordance with the City’s Fund Balance Policy, a portion of the City’s Fund Balance has been set aside as hurricane emergency reserves that can be used to cover the cost associated with this contract.
