BACKGROUND:

This item was approved on First Reading at the April 9, 2026, City Commission Meeting.

The applicant, Coconut Creek Automotive Management, LLC, is requesting to amend the City’s Land Development Code, Chapter 13, Article III, Division 8, “Master Business List,” to include the list of permitted and special land uses for the Al Hendrickson Toyota Planned MainStreet Development District (PMDD) within the Master Business List.

Al Hendrickson Toyota a/k/a Toyota Coconut Creek, located at 5201 West Sample Road, has concurrently filed an application to rezone the property from B-4 (Regional Shopping District) to PMDD, as required within the MainStreet Project Area (MSPA), and a Site Plan application to redevelop the existing automobile dealership. As such, an amendment to the Land Development Code is required to include the future Al Hendrickson Toyota PMDD permitted uses.

DISCUSSION:

Project Description 

Unlike the Master Business Lists for the Business (B), Industrial (I), and Office (O) Districts, individual PMDD lists were previously not codified and were kept on file with the Resilient Design and Development Department. In an effort to increase transparency for businesses, property owners, and individuals seeking information on permitted uses for properties in a PMDD, PMDD use lists will be added to the Master Business List as they are proposed.  

The permitted uses proposed in the Al Hendrickson Toyota PMDD will be codified as part of Section 13-626, “Master Business List - Planned MainStreet Development District.” The proposed list permits automobile dealerships, automobile parts (service and installation incidental to an automobile dealership only), automobile service (no fuel sales, incidental to an automobile dealership only), and automobile wash (incidental to an automobile dealership only).

RECOMMENDATION:

Staff recommends approval of this ordinance. At the March 11, 2026 Planning and Zoning Board Meeting, the Planning and Zoning Board unanimously voted to forward a recommendation of approval to the City Commission.
