A MOTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO APPROVE KILOWATT ELECTRIC COMPANY TO PURCHASE AND INSTALL NEW L.E.D. LUMINAIRES AND CONCRETE LIGHT POLES TO REPLACE THE EXISTING FIXTURES AND POLES AT THE COMBINED RECREATION COMPLEX AND FIRE STATION 94 PARKING LOTS.

BACKGROUND:
The existing non-L.E.D. luminaires (light fixtures) at the Recreation Complex and Fire Station 94 have aged beyond their useful life and, at times, are in need of costly repairs due to the aging technology. In addition, the older style non-L.E.D. fixtures are getting more difficult to obtain as they are being phased out of production in favor of more energy efficient technologies.
The Fiscal Year 2023 (FY23) Operating and Capital Improvement Budget, approved by City Commission on September 22, 2022, through Resolution No. 2022-171, included the replacement of these fixtures. The City has an existing agreement with Kilowatt Electric Company for electrical services through IFB No. 12-13-23-11.
DISCUSSION:
There are two (2) different style light fixtures and four different light pole styles/heights across the combined Recreation Complex and Fire Station 94 parking lots. The intent of this project is to not only increase the City’s ongoing efforts to be more energy efficient by switching to dark sky-compliant L.E.D. fixtures, but also to unify the look and pole height across the complete complex while addressing the safety concerns of possible low light levels in the parking lots.
With mature trees existing throughout, and some interfering with existing light locations, a full photometry study was conducted and consideration was given to preserving all tree locations while also providing a well-lit and safe parking area. The photometry study revealed that many pole locations could remain with the new fixtures providing better lighting across the entire site. Engineered plans provide for the replacement of seventeen (17) poles/fixtures with four (4) additional poles/fixtures being removed in their entirety. Similarly, to address the dark areas where the light levels were not in compliance under the current code, there are three (3) locations that will receive new poles/fixtures. The first two (2) are on the fire station access road and the third is on the north side of the Recreation Complex near the fitness center entrance. In total, there will be twenty (20) new fixtures/poles installed at this location.
All fixtures are dark sky-compliant and either have house shields or are positioned in a manner to provide 1.0 foot-candle or less at the property line, thereby providing no light spill onto adjacent roadways or nearby properties.
With the new energy efficient Lithonia L.E.D. light fixtures, the City will continue to invest in its Vision 2030 goals of cost savings and energy efficiency. Furthermore, the City will also realize savings in lower maintenance costs on the new fixtures, which are currently in use at other City-owned/maintained facilities.
This project is anticipated to be completed within one hundred eighty (180) days following Commission approval of this motion and issuance of the Notice to Proceed (NTP).
