BACKGROUND:

The existing backup generator and related equipment for Fire Station 94 have reached the end of their useful life, with repairs becoming increasingly costly and parts becoming more difficult to source. In addition, the current electrical connections for backup power and the transfer switch do not meet current codes and, therefore, will require updating. The existing generator and the temporary above-ground fuel tank will be removed as part of this project.

DISCUSSION:

On October 13, 2024, the City issued Invitation for Bids (IFB) No. 11-13-24-11 to contract with a qualified general contractor to replace the existing emergency backup generator at Fire Station 94.  The City issued four hundred ninety-six (496) electronic invitations to contractors. Seven (7) responsive submittals were received from the following companies: (1) All Florida Contracting Services, LLC ($375,000.00); (2) Eau Gallie Electric, Inc. ($388,000.00); (3) TechGroupOne, Inc. ($393,274.54); (4) J&IC Construction Services, LLC ($416,882.00); (5) Coreland Construction Corp. ($465,597.00); (6) Tadeos Engineering, LLC ($608,000.00); and (7) Miller Electric Company ($649,846.00).  After confirmation of references and past performance reviews, staff recommends awarding the contract to the lowest responsive bidder, All Florida Contracting Services, LLC, for a total amount not to exceed $400,000.00, which includes contingency. 

The project is anticipated to be completed within one hundred fifty (150) days following Commission approval of this agreement and issuance of the Notice to Proceed.

RECOMMENDATION:

Staff recommends approval of this resolution.
