BACKGROUND:

 

The City’s Minor Home Repair Program utilizes funds from the U.S. Department of Housing and Urban Development (HUD), the Florida Housing Finance Corporation (FHFC), and the City’s Affordable Housing Trust Fund, through the following programs:  Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and State Housing Initiatives Partnership (SHIP).  As part of the program requirements, every two years the City must competitively solicit potential vendors and create a pool of pre-qualified firms to perform the residential inspection and cost estimating services. The purpose of the Request for Proposals (RFP) is to contract with four firms to determine the extent of rehabilitation needed in residences and to estimate the cost for each repair project under the City of Coconut Creek’s Minor Home Repair Program.  While all four firms are to provide inspection and cost estimating services, two of the firms will focus on regular home repair and two firms will focus on accessibility and/or barrier-free modifications.

DISCUSSION:

The City issued a competitive solicitation for Residential Inspection and Cost Estimating Services on July 9, 2017. Solicitations were electronically sent to 18 prospective vendors, and four responsive proposals were received.   A selection committee consisting of Scott Stoudenmire, Deputy Director of Sustainable Development; Sean Flanagan, Deputy Building Official; and Daniel Nelson, Housing and Grants Specialist evaluated and ranked the responses in accordance with the following criteria:  (1) Operational Plan for the City, (2) Qualifications and Experience, (3) Resources and Availability, (4) Past Performance, (5) References, (6) Minority Business Enterprise or Disadvantaged Business Enterprise, and (7) Certified Section 3 Business Concerns.  Based on the evaluation process, the Selection Committee determined all four firms are qualified to perform the services.  The contract period is for two years from the date of Commission approval.

RECOMMENDATION:

Staff recommends approval of this Resolution.
