A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE ATTACHED LOCALLY FUNDED AGREEMENT (LFA) AND THE SUPPORTING AGREEMENTS ATTACHED TO THE LFA WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) TO CONSTRUCT AND DELIVER THE MOBILITY PROJECT ALONG LYONS ROAD FROM THE C-14 CANAL TO THE SAWGRASS EXPRESSWAY IN ACCORDANCE WITH FDOT PROGRAM BULLETIN 15-03, INCLUDING THE ADDITIONAL WORK FOR PATTERNED PAVEMENT CROSSWALKS AND LIGHTING CONDUIT.

BACKGROUND:
The Lyons Road Mobility Project is funded through the Broward County Metropolitan Planning Organization’s (MPO) Mobility Program. As part of this project, the City has requested certain additions to the plans that are not eligible for this type of federal funding. In a series of workshops held between January and July of 2018, City staff presented these options and received a consensus to move forward and include certain additional items, including patterned pavement crosswalks and lighting conduit for pedestrian lighting, at the City’s expense.
FDOT, on behalf of the City, is nearing the completion of the design of the Lyons Road Mobility Project, which includes bicycle lanes, sidewalks, and other amenities that are eligible for funding in accordance with the federal mobility program guidelines. As part of the City’s request for funding for this project, the City committed to contribute $600,000.00.
DISCUSSION:
The attached Locally Funded Agreement (LFA), along with the exhibits including the Three Party Escrow Agreement and the Highway Maintenance Memorandum of Agreement, are required and provide specific details related to the delivery of the project, the payment methodology, and the maintenance obligations. This agreement also formalizes the City’s original commitment to contribute $600,000.00 toward the overall project. The total cost for the project is estimated to be $15,000,000. The City’s share for the contribution and the additional items totals $1,245,300.39, which includes the $600,000.00 commitment, $208,468.79 for the decorative crosswalks, and $436,831.60 for lighting conduit referenced above. All of these sums must be deposited with FDOT within 30 days of the attached agreement being fully executed and prior to the project being let for bid. Please note that the contribution was committed several years ago as a condition of receiving the MPO grant and is budgeted in the Capital Improvement Program.
