FOR SURTAX PROJECT RMCOCO-003 TO PROVIDE DESIGN, PERMITTING, AND BIDDING SERVICES FOR THE COMPREHENSIVE STREET IMPROVEMENTS PHASE III PROJECT IN ACCORDANCE WITH RFQ NO. 07-29-25-11.

BACKGROUND:
The City’s roadway infrastructure has aged and requires ongoing rehabilitation as part of the City’s Comprehensive Street Improvements Program. Phase III of the project includes approximately ten (10) centerline miles of City roadways located north of the Sawgrass Expressway and will address milling and resurfacing, roadway reconstruction, roadway striping and signage, sidewalk improvements, and Americans with Disabilities Act (ADA) improvements. The City applied for Fiscal Year 2026 (FY26) formula-based surtax funding to support the design phase of the project, and Broward County approved funding for the project, identified as Surtax Project RMCOCO-003, pursuant to Resolution No. 2026-072.
DISCUSSION:
The City is committed to maintaining safe and reliable roadway infrastructure and addressing the ongoing rehabilitation needs of City roadways. To continue the Comprehensive Street Improvements Program, it is necessary to proceed with the design of Phase III, which includes approximately ten (10) centerline miles of roadway improvements north of Sawgrass Expressway. The City has an agreement with Kimley-Horn and Associates, Inc. to provide general professional engineering services pursuant to RFP No. 07-29-25-11. Kimley-Horn has submitted a proposal, attached as Exhibit “B,” to provide the required design, permitting, and bidding services for a total cost of $161,000. In addition, a consultant agreement is required by Broward County for Surtax projects, which is included as Exhibit “A.”

Staff recommends approval of this resolution.
