A RESOLUTION SUPPORTING THE CITY’S APPLICATION FOR TRANSPORTATION SURTAX FUNDING FOR THE COMPREHENSIVE STREET IMPROVEMENT PROJECT PHASE II REHABILITATION AND MAINTENANCE PROJECT.

BACKGROUND:

The City of Coconut Creek’s roadway infrastructure has aged and requires rehabilitation. The City adopted a four (4) phase Comprehensive Street Improvement Plan in 2015 to be spread over the course of several years based on funding. Phase I of the Comprehensive Street Improvement Plan has been successfully completed. The Comprehensive Street Improvement Plan Phase II design was approved by the City Commission in FY19 and construction in FY20 is pending receipt of the Broward County Transportation Surtax funds.

The Transportation Surtax Ballot Measure was approved by Broward County voters on November 6, 2018.  The City of Coconut Creek approved and executed an InterLocal Agreement (ILA) with Broward County on September 27, 2018, and approved the First Amendment to the Transportation Surtax ILA on July 11, 2019. 

The City has requested $4.2 million for the Transportation Surtax Rehabilitation and Maintenance project known as the Phase II Comprehensive Street Improvement Plan for City-owned local roadways located between Sample Road and Coconut Creek Parkway and between State Road 7 (US441) and the Florida Turnpike.  This is a shovel-ready project. As currently drafted, the maximum award for this project is estimated to be $3 million. With that in mind, a small portion of the project may need to be removed and repackaged for the next cycle of funding.  Based on the project's scope of work, it is anticipated that three (3) specialty contractors or subcontractors will be hired including pavement, drainage, and concrete work, which will help with the hiring of several laborers and machine operators. According to the American Recovery and Reinvestment Act (ARRA) calculation database, it is anticipated this project will create approximately 35 jobs.

DISCUSSION:

This resolution provides support for the Comprehensive Street Improvement project, and commits to funding the maintenance of the improvements to be constructed within Coconut Creek’s road right-of-way.

RECOMMENDATION:

Staff recommends approval of this resolution.
