A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE A CONSULTING SERVICES WORK AUTHORIZATION WITH WALTERS ZACKRIA ASSOCIATES, PLLC TO PROVIDE ENGINEERING AND INSPECTION SERVICES TO COMPLETE BUILDING SAFETY INSPECTIONS AND ENGINEERING REPORTS FOR THE RECREATION COMPLEX AND GOVERNMENT CENTER COMPLEX IN ACCORDANCE WITH RFQ NO. 10-06-21-11.

BACKGROUND:
The Recreation Complex and Government Center Complex, excluding the Public Works Building, were recently identified by our Building Official and Broward County as facilities needing structural and electrical building safety inspections under the Broward County Building Safety Inspection Program established under the Broward County Board of Rules and Appeals Policy #05-05. This requires qualifying buildings to undergo structural and electrical safety inspections beginning at twenty-five (25) years of age and at ten (10)-year intervals thereafter. Technical field inspections and subsequent written condition assessment reports must be performed and sealed by a Florida-licensed engineer or architect.
DISCUSSION:
Inspections are essential for identifying conditions that may pose safety risks and for certifying that each building complies with the current Florida Building Code and regulatory standards. Completing these inspections is not only a legal requirement but also a critical component of the City’s responsibility to safeguard public facilities, reduce liability exposure, and maintain a proactive approach to infrastructure management.
The subsequent engineering reports will consist of any recommended corrective actions if deficiencies are discovered. When deficiencies are identified, the owner must complete corrective work within established compliance timelines. This locally-administered program complements the statewide milestone inspections under Florida Statute § 553.899. Taken together, these mandates ensure aging structures remain safe for continued occupancy and that public facilities meet life-safety expectations.
As of July 2026, the Recreation Complex and Government Center Complex are required to forego these structural and electrical evaluations. Commission direction is necessary to proceed with the inspections and subsequent engineering reports.
Walters Zackria Associates, PLLC is a qualified firm on the City’s approved Architecture, Landscape Architecture, Planning and Urban Design Services list procured through RFQ No. 10-06-21-11 and has provided a proposal to perform the necessary consulting services in the amount of $75,500.00.
