BACKGROUND:
The property owner, Emmanuel Baptist Church, Inc. (“Emmanuel Baptist”), is seeking site plan approval for a 20,382 square foot expansion of an existing house of worship, in accordance with Chapter 13, Land Development Code, of the City of Coconut Creek Code of Ordinances. The property owner received plat, special land use, and rezoning (from A-1 to CF) approval in 1999, for a 23,400 square foot worship center, Sunday school classrooms, and administrative offices, which has remained in operation by the current property owner to date. The property is designated OP (Office Professional) on both the City and Broward County Land Use Plan, which includes houses of worship as permitted uses.
DISCUSSION:
The subject property, approximately five (5) acres, is located at 5391 Johnson Road, approximately 1,500 feet east of U.S. 441/SR7. Currently, Emmanuel Baptist is proposing to construct a new 20,382 square foot sanctuary as the final phase for the subject property. With the addition of sixty-six (66) parking spaces, a total of two hundred and two (202) spaces will accommodate both the existing and new facility, which operate during different times of the day and week. Existing access onto Johnson Road will be maintained with no modifications proposed or required pursuant to the traffic study prepared by KBP Consulting, Inc. Required landscape buffers and setbacks will be maintained to provide adequate buffers to adjacent uses, and architecture and site planning have been designed to complement the existing facility.
Public Involvement
As part of the application review process, the applicant was required to perform community outreach in an effort to provide project information to neighboring property owners and neighborhood associations as well as hear and address concerns and issues raised through this process. The applicant has submitted a Community Outreach Summary for this project, which is included as part of the agenda backup for this application. Key efforts resulting from their outreach included a meeting held at the subject property at 5391 Johnson Road, on May 25, 2023, from 5:30 p.m. to 6:30 p.m., which was intended to provide a forum for area residents. To date, staff has not received any resident inquiries related to the project.
RECOMMENDATION:
City staff finds that the proposed site plan application, subject to conditions listed below, to be in compliance with Chapter 13, Land Development Code, of the City of Coconut Creek Code of Ordinances and recommends approval.
The Planning and Zoning Board, at its August 9, 2023, meeting, recommended approval of the site plan application subject to the conditions of approval recommend by City staff. 1. All outstanding DRC comments remain effective throughout the development review process and must be addressed prior to the issuance of a building permit unless otherwise stated therein.
