BACKGROUND:

The Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City began receiving CDBG grant funding in 2008. Since 2008, Community Redevelopment Associates of South Florida Inc. (CRA) provided administration for all of the City’s affordable housing grant activities.  On December 31, 2019, the City ended its contractual relationship with CRA, and as a result, has been discussing a formal relationship with Broward County for such services.   

DISCUSSION:

The Broward County Housing Finance and Community Redevelopment Division has the ability to provide for the City’s management, administration, and implementation of the Community Development Block Grant (CDBG) Program, and other related services. This division of Broward County already provides preparation, implementation, and administration of the CDBG Program to multiple Broward County municipalities. Through this proposed interlocal agreement, the County will be responsible for administering the City’s CDBG funds and selected programs in accordance with the CDBG rules and regulations.  The County will retain allowable administrative fees for these services.  The interlocal agreement provides for joint local housing assistance activities for Fiscal Years 2017-2018, 2018-2019, and 2019-2020 (“Program Years”).
