A RESOLUTION IN SUPPORT OF THE APPLICATION FOR PERMITTING TO THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) TO ALLOW FOR THE PUBLIC IMPROVEMENTS ASSOCIATED WITH THE HILLSBORO BOULEVARD REDEVELOPMENT PROJECT; AND AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE ASSOCIATED HIGHWAY MAINTENANCE MEMORANDUM OF AGREEMENT AND LANDSCAPE INCLUSIVE MAINTENANCE MEMORANDUM OF AGREEMENT WITH FDOT.

BACKGROUND:
The City was approved for funding from the Broward County Housing Finance and Redevelopment Division in 2020 for the Hillsboro Boulevard Redevelopment Project. The public improvements associated with the project consist of 1,420 linear feet of pedestrian amenities, including landscaping, irrigation, street furniture, two (2) bus shelters, pedestrian lighting, public art, and a multi-use pathway. The project is consistent with the City of Coconut Creek Complete Streets Master Plan adopted in 2015. Preliminary cost estimates for this project are approximately $640,000.00, including design, environmental analysis, and construction inspections.
DISCUSSION:
In order for the City to apply for a permit application, the Florida Department of Transportation (FDOT) requests that the City adopt a resolution in support of the proposed project and execute the required maintenance agreements. This resolution supports the permit application for a segment of Hillsboro Boulevard for the multi-use path and other public improvements illustrated in the plans completed by Carnahan Proctor and Cross. The Hillsboro Boulevard Redevelopment Project’s location is described in the attached Exhibit “A.” The proposed project will continue the City’s efforts for complete streets improvements within the City.
As part of the FDOT permit approval requirements, the City is accepting the maintenance obligations assigned to the landscaping and public sidewalk improvements associated with this project scope of work. The selected landscaping materials illustrated on the construction plans are Florida native species and will harmonize with similar materials found within the Helene Klein Pineland Preserve. Future landscape trimming, pruning, and/or irrigation maintenance is not anticipated to be required on an annual basis.

Staff recommends approval of this resolution.

Future maintenance costs for the project to be determined.
