BACKGROUND:

On June 2, 2017, the City was awarded a $25,000 matching grant from the Community Foundation of Broward County for the Art of Community Grant Program. On July 27, 2017, the City Commission passed Resolution No. 2017-205, which granted the City Manager the authority to enter into the grant agreement and authorized matching funds from the City’s Public Art Trust Fund. On December 3, 2017, the City issued Request for Proposals (RFP) No. 12-20-17-10 to contract with experienced and commissioned local artist(s) for the Art of Community Grant Project. 

This project consists of two (2) self-supporting pieces of butterfly artwork and associated mileage markers for two (2) of the City’s greenways and trails. Public participation is a condition of the grant agreement. To accomplish this condition, the City staff has partnered with the Women’s Club of Coconut Creek. To further enhance public participation, City staff will utilize social media and encourage public participation throughout the development of this project.

The City has been developing the Public Art Master Plan that will establish a strategic plan for developing artwork citywide. Although the Public Art Master Plan has yet to be completed, the proposed butterfly sculptures must be expedited as the grant agreement with the Community Foundation expires on June 30, 2018.

DISCUSSION:

Solicitations were electronically sent through the eBid system to twenty-seven (27) prospective vendors, and one (1) responsive proposal was received from Wand Technologies Corp.

The submittal was evaluated based on the criteria listed in the RFP by the Selection Committee consisting of Scott Stoudenmire, Sustainable Development Deputy Director; Linda Whitman, Senior Planner; and Dan Nelson, Housing and Grants Specialist.  After evaluating the submittals, the Selection Committee recommends awarding the contract to Wand Technologies Corp. to design and install two (2) butterfly sculptures and associated mileage markers.  The estimated project completion date is June 1, 2018.

Wand technologies created and installed “The Butterfly” at Hampton Inn & Suites and “The Champion” at American Top Team. Wand Technologies will work closely with the public and City staff while developing the butterfly sculptures and associated mileage markers. Draft renderings are attached as Exhibit A. Final project approval will be submitted to the City Commission at a future meeting.

RECOMMENDATION:

Staff recommends approval of this Resolution.

NOTES:                     The $50,000 comes from two funding sources. $25,000 from Account No. 61-U27105, Public Art Trust Fund, and $25,000 from the Community Foundation of Broward County. The current balance in the Public Art Trust Fund is $236,577.
