A MOTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO APPROVE KILOWATT ELECTRIC COMPANY TO PURCHASE AND INSTALL NEW FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT)-APPROVED LIGHT EMITTING DIODE (LED) STREETLIGHT LUMINAIRES ALONG LYONS ROAD FROM THE SAWGRASS EXPRESSWAY NORTHWARD TO THE CITY LIMITS.

BACKGROUND:
The City maintains the streetlights along Lyons Road between the Sawgrass Expressway and the northern city limit. The majority of these existing luminaires contain high pressure sodium (HPS) bulbs, which have aged beyond their useful life and, at times, are in need of costly repairs due to aging technology. In addition, parts for these HPS luminaires are getting more difficult to obtain as they are being phased out of production in favor of more energy efficient technologies.
Additionally, a photometric study of the area revealed that there are two (2) locations where new poles and fixtures are needed to provide adequate lighting levels in those areas. Finally, the existing electrical service panels for these lights have aged to a point where they need to be upgraded.
The Fiscal Year 2025 (FY25) Operating and Capital Improvement Budget, approved by the City Commission on September 26, 2024, through Ordinance No. 2024-037, included the replacement of these fixtures. The City has an existing agreement with Kilowatt Electric Company for electrical services through IFB No. 12-13-23-11.
DISCUSSION:
Kilowatt Electric Company is proposing to replace forty-three (43) existing fixtures with new, FDOT-approved LED luminaires, which will provide sufficient lighting to cover all six lanes of traffic. Shields will be attached to each luminaire to minimize any light spillage to the nearby residential properties.
It was discovered that a light pole north of Hillsboro Boulevard was missing, and they will be installing a new pole and light at that location. Also, a recent photometric survey revealed an area just south of Hillsboro Boulevard that does not meet the minimum light standards; and as such, they will be installing a new pole and light at that location as well.
The contractor will also upgrade two (2) electrical panels to meet current code requirements.
With the installation of these new energy efficient LED light fixtures, the City will continue to invest in its Vision 2030 goals of cost savings, energy efficiency, and safety. Furthermore, the City will also realize savings in lower maintenance costs on the new fixtures.
This project is anticipated to be completed within ninety (90) days, following Commission approval of this motion and issuance of the Notice to Proceed (NTP).
