BACKGROUND:

This item was tabled at the May 9, 2024, City Commission Meeting pending additional information on the use of the bays and value of the equipment stored. The three (3) additional bays will allow City staff to safely store away from theft and weathering materials and equipment that can range from $1,000,000 to $1,500,000 in total, which includes but is not limited to fire hydrants, pumps, Ductile Iron Pipes, PVC pipes, pipe fittings, valves, meters, meter boxes, lift station electrical equipment, generators, Maintenance of Traffic equipment, and various smaller equipment necessary for Utilities operations. It will also allow staff to operate within the bays (contained environment) when assembling and testing certain materials and equipment, as well as cross-training staff.

The Utilities and Engineering Department and the Public Works Department share a maintenance building within the Sabal Pines Park maintenance yard, which includes three (3) storage bays that house various equipment and materials to protect them from the weather and theft. The City Commission approved funding for an addition to the maintenance building as part of the Fiscal Year 2021 (FY21) budget under the Sabal Pines Park Yard Retrofit Capital Improvement Program (CIP) to provide the Utilities and Engineering Department additional storage bays. Architectural design for this project was completed in FY23 in the amount of $92,677.93, which includes construction of three (3) additional storage bays attached to the existing maintenance building along with a perimeter landscaping buffer.

DISCUSSION:

On January 14, 2024, the City issued IFB No. 02-13-24-11 for construction services related to this project; and on February 13, 2024, the City opened bid submittals from five (5) companies, including: 1) Maceda Contractors, LLC, 2) Green Engineering & Construction, Inc., 3) Vercetti Enterprises, LLC, 4) Retcom Construction, LLC, and 5) MBR Construction, Inc. Staff determined that Maceda Contractors, LLC submitted the lowest responsive and responsible bid of $930,100.00, which includes line items 1 through 6 and line item 9 (Add Alternates No. 3). Due to the bid price expiring during the interim between the May 9, 2024 and May 23, 2024 Commission meetings, the total price has increased by four percent (4%), or $37,204, for a new total amount of $967,304. The construction is to be completed within 270 calendar days after the issuance of the Notice to Proceed by the City.

RECOMMENDATION:

Staff recommends approval of this resolution.
