BACKGROUND:

Currently, all municipalities must comply with the federal Environmental Protection Agency’s (EPA) mandated Lead and Copper Rule (LCR), which seeks to reduce the amount of lead in drinking water to permissible levels. In 2022, the EPA introduced updated regulations to the LCR, known as the Lead and Copper Rule Revisions (LCRR). The LCRR is geared towards enhancing community protection from lead exposure by introducing new requirements for testing, creating lead service line inventories and mitigation, as well as public education. To ensure compliance with the LCRR, the City is obligated to conduct a comprehensive service line material inventory, encompassing both public and private lines. Additionally, the City is required to formulate a detailed lead service line inventory and replacement plan by October 14, 2024. Subsequent compliance components under the agreement include implementing a sampling program and a public education and outreach program. On August 27, 2023, the City issued Request for Qualifications (RFQ) No. 09-27-23-11 to contract with a qualified consultant to provide the necessary professional engineering services for the development, management, and implementation of a LCRR compliance program.

DISCUSSION:

Solicitations were electronically sent through the eBid system to three hundred and fifty-two (352) electronic invitations via the eBid System to prospective vendors. Three (3) responses were received and evaluated based on the criteria listed in the RFQ. A selection committee consisting of Eileen Cabrera, Senior Engineer; Robert McDonald, Project Manager; and Joshua Wolfal, Water Supervisor, evaluated and identified Jacobs Engineering Group, Inc., as the number one response.

The City is committed to providing clean drinking water, maintaining regulatory compliance, and ensuring the safety of its diverse customer base, including residents, schools, childcare facilities, and businesses. To ensure compliance with the LCRR, the City wishes to engage Jacobs Engineering Group, Inc. to analyze the City’s water system to identify and develop an inventory of water service lines that are not in compliance. The scope of work entails an inventory survey on a GIS-based map, review of the City’s existing database, onsite verification, and evaluation of site findings to develop an inventory and a replacement plan. In addition, a new sampling plan will be developed to align with new sampling tiers and include schools and childcare facilities, which were not previously included as part of the EPA regulations. In the interest of keeping the public informed, a public education and outreach program is also required by the EPA.

 

Work Authorization No. 1, for $150,000, is included as part of this item to initiate the inventory, plan development, and those components of regulatory coordination and related consulting services applicable to the inventory and plan development.
