BACKGROUND:

On February 2, 2019, the City issued Request for Proposals (RFP) No. 03-06-19-10 to contract with a qualified firm to provide citywide surveillance camera installation services, including built-in analytic, viewing, and recording capabilities utilizing the City’s current network infrastructure and virtualized servers.

DISCUSSION:

Solicitations were electronically sent through the eBid system to thirty-one (31) prospective vendors. Five (5) responsive proposals were received: 1) ASE Telecom & Data, Inc; 2) Broadcast Systems, Inc.; 3) CelPlan Technologies, Inc.; 4) Convergint Technologies, LLC; and 5) IntraLogic Solutions, LLC.  A selection committee consisting of Francisco Porras, Chief Information Officer; Robert McDonald, Project Manager; Adam Grasch, IT Operations Analyst; Scott Slavin, Police Lieutenant; and Rick Kershaw, IT Operations Manager, evaluated the submittals based on the criteria listed in the RFP.  After evaluating the submittals, the selection committee ranked and shortlisted the firms.  The three (3) shortlisted firms were asked to provide presentations and the final ranking was as follows: 1) IntraLogic Solutions, LLC; 2) Broadcast Systems, Inc.; and 3) Convergint Technologies, LLC. 

A contract was negotiated with the number one ranked firm, IntraLogic Solutions, LLC, to establish pricing, the timeline for Phases I and II, and fixed unit prices for prospective installations, parts, and labor on an as-needed basis. 

The selection committee recommends IntraLogic Solutions, LLC for contract award. The initial contract period shall be for five (5) years with the option to extend the contract for two (2) additional three (3) year periods.

RECOMMENDATION:

Staff recommends approval of this resolution.
