BACKGROUND:
The existing Cypress Pavilion at Sabal Pines Park is in need of a new Americans with Disabilities (ADA) lift to replace the existing one that is inoperable. In addition, the lower pavilion area had roof damage that required removal of the roof and trusses, which now requires work to replace the roofing system to re-enclose the lower portion. Parks and Recreation requested additional items to renovate and make both the lower and upper pavilion areas more usable, including clean-up, stucco repair, lift repair, new paint, added storage, and general repairs due to damage and/or vandalism.
DISCUSSION:
On October 27, 2024, the City issued Invitation for Bids (IFB) No. 11-27-24-11 to contract with a qualified general contractor to renovate the existing Cypress Pavilion at Sabal Pines Park. The City issued four hundred ninety-six (496) electronic invitations to bid. Three (3) responsive submittals were received from the following companies: (1) FSV Construction Company ($311,030.00); (2) KER Construction, LLC ($470,206.60); and (3) J&IC Construction Services, LLC ($499,995.01). The disparity in bid prices between the lowest and highest bidders is within the range we typically see for construction bids. After confirmation of references and past performance reviews, staff recommends awarding the contract to the lowest responsive bidder, FSV Construction Company, for a total amount not to exceed $330,000.00, which includes contingency. The contingency amount is less than the typical ten percent (10%) based upon the open air nature of the structure and limited scope versus a typical renovation of a fully-enclosed structure.
The project is anticipated to be completed within one hundred eighty (180) days following Commission approval of this agreement and issuance of the Notice to Proceed.
RECOMMENDATION:
Staff recommends approval of this resolution.
