body

BACKGROUND:

The applicant, Hillsboro Marketplace Investments, LLC, is seeking site plan approval for the development of retail building on the East Outparcel of the Hillsboro Marketplace Plaza, generally located at the northeast corner of Hillsboro Boulevard and Lyons Road.

On August 7, 1996, the City Commission approved the original Hillsboro Marketplace rezoning from B-3 (Community Shopping District) to PCD (Marketplace at Hillsboro Planned Commerce District). Site plans for the Main Retail Plaza, Tire Center, Walgreens, and Burger King have been approved by the Planning and Zoning Board since the original rezoning. Two (2) vacant outparcels remain within the PCD.

The applicant is in the process of rezoning the main plaza, this subject parcel, the Tire Center, and the vacant West parcel, all under the same ownership, to PCD (Marketplace at Hillsboro II Planned Commerce District) to adopt new development standards and an updated list of permitted uses.

DISCUSSION:

The applicant, is seeking site plan approval for the development of a 4,572 square foot retail building at the Hillsboro Marketplace Plaza. As proposed, the retail building will be located along Hillsboro Boulevard, at the southeast area of the plaza. The building includes four (4) leasable tenant spaces with pedestrian plaza along the road for increased visibility. Proposed four-sided architecture is compatible with other structures at the plaza and proposed plaza renovations, such as storefronts, stucco exteriors, and color palette.

A comprehensive parking study, dated March 2, 2021, was conducted by MacKenzie Engineering & Planning, Inc. and provided to the City. Fourteen parking spaces will be provided within the proposed retail plaza parcel, with the remaining ten required spaces to be located within the main plaza site as provided for in the shared parking provisions within the new PCD. Per staff review of PCD parking standards and parking study as provided, adequate parking is located within the renovated plaza. No modifications to existing access from Hillsboro Boulevard are proposed as part of the retail project.

The required roadway landscape buffer and greenway on Hillsboro Boulevard, in support of the City’s Hillsboro Boulevard Corridor Vision, will include pedestrian amenities, a meandering 10’ sidewalk, landscaping, pedestrian scale lighting, and signage. A prominent trellis will be constructed on the east side of the building, creating a connection from Hillsboro Boulevard into the site.

Concurrently with this application, the applicant is also seeking a rezoning (new PCD for the existing main retail center, the Tire Choice site, and the vacant outparcels, all under the same ownership), an amended master site plan, a site plan and special land use for the vacant west plaza outparcel, and four vacation of easement approvals (in three vacation applications).

PUBLIC INVOLVEMENT:

As part of the application review process, the applicant was required to perform community outreach in an effort to provide project information to neighboring property owners and hear and address concerns and issues raised through this process. The applicant has submitted information related to that effort, which is included as part of the agenda backup for this application. Key efforts resulting from their outreach included a meeting held at the plaza on November 19, 2020, from 6 p.m. to 8 p.m., which was intended to provide a forum for residents but was open to the public.

To date, staff received one (1) resident inquiry related to the project.

The Planning and Zoning Board, at its August 11, 2021, meeting recommended approval of this application subject to the outstanding DRC Comments. Outstanding DRC comments are included in the Planning & Zoning Board Agenda backup and are available online for your review.
